Clark County sits under the Southwest Clean Air Agency (SWCAA), not the Puget Sound agency behind most Washington guidance online. Its rule, revised in March 2026, requires a notice even for intact flooring and siding and expects the full survey report posted at the work site, so every project we scope starts there.
Before a remodel disturbs a suspect material, SWCAA allows two starting points: presume it contains asbestos, or have an AHERA-accredited building inspector sample it for polarized light microscopy. Owners who live in a single-family house and do their own renovation can use lab results instead of an accredited inspector. Whichever route is taken, the report or written presumption is posted on site and kept for 24 months.
Asbestos popcorn ceiling removal
Sprayed acoustic texture counts as surfacing material, so a survey takes at least three samples from each ceiling area up to 1,000 square feet and more above that. It also appeared repeatedly in the 2025 residential SWCAA notices we sampled. Removal means misting and scraping inside sealed plastic, then bagging the texture in leak-tight, labeled containers before the room is cleaned.
Sheet vinyl and floor tile removal
Old sheet vinyl often carries its asbestos in a felt-paper backing that powders when torn, while vinyl tiles and black mastic usually stay intact. Elsewhere in western Washington that intact tile can come up without a notice; in Clark County it cannot, because SWCAA exempts only nonfriable roofing. We map the floor layers, adhesive and underlayment together so one notice covers everything that will be lifted.
Cement siding and roofing removal
Cement asbestos-board shingles are hard but brittle, so they are released whole, kept wet and lowered rather than dropped. Siding removal needs a SWCAA Notice of Intent. Asphalt-based asbestos roofing that is still pliable and in good condition does not, as long as the owner keeps documentation showing it qualifies. Re-roof and re-side jobs often involve both, which is why we separate them before anything is filed.
Pipe, duct and attic insulation removal
Wrapped heating pipes, boiler jackets and paper duct tape are thermal system insulation, which an inspector samples at least three times per homogeneous area unless it is presumed. Because this material is often friable, it comes off wet under containment with HEPA-filtered exhaust, sometimes using glove bags on single pipe runs. Vermiculite attic fill is treated as asbestos until tested.
Demolition asbestos survey and abatement
Tearing down a house, garage or load-bearing section in Vancouver begins with an AHERA inspection of the structure, even when nobody expects asbestos. SWCAA then needs a Notice of Demolition with that report attached, and the City’s demolition (DMO) permit page sends owners to SWCAA and L&I when asbestos is present. Identified or presumed asbestos comes out as its own project before demolition starts.

Close to a third of Vancouver’s housing units are in buildings of five or more units (ACS 2024). The owner-occupant exception does not reach rentals, condominium common areas or commercial space, so work there is done by an L&I-certified contractor under the standard SWCAA notice tiers, with the 10-day period above the small-job size. A facility that removes small amounts routinely can instead file a SWCAA annual notification, as long as each building’s yearly total stays below 160 square feet of components, or 260 linear feet where the material is pipe insulation.

Presume or inspect
Every suspect material in the work area is either treated as asbestos or sampled by an AHERA-accredited inspector. Presuming skips the survey but commits the job to asbestos handling. Testing can clear materials, and outside the owner-occupant exception only an accredited inspector’s results can do that.

File the SWCAA notice and wait
A Notice of Intent to Remove Asbestos goes to SWCAA for every removal except qualifying nonfriable roofing. Contractor jobs wait 10 days from receipt of the complete notice and fee unless they stay under 10 linear feet and 48 square feet; owner-occupants file first with no wait. Jobs above those sizes also need L&I project notification.

Post the report and notice on site
The complete survey report, or the written presumption, is posted where everyone at the site can read it, even when every sample was negative. A copy of the approved notice stays on site too, and a certified worker or the owner-occupant must be present on the dates it lists.

Remove, seal and haul
Material is kept wet as it comes off, collected at the end of each day and sealed in leak-tight, labeled containers. It must reach the disposal site named on the notice within 10 days. SWCAA’s list includes Clark County transfer stations that ask callers about load requirements first, and some recent Vancouver notices name Oregon landfills instead.

Keep the records
Owners keep the inspection report or presumption for at least 24 months. If quantities, dates or the disposal site change, the notice is amended before the change takes effect; SWCAA charges for amendments after the second one.
Why Clark County asbestos rules differ from Seattle-area advice
Much of the Washington asbestos guidance online comes from the Puget Sound Clean Air Agency, which covers King, Kitsap, Pierce and Snohomish counties. Vancouver answers to SWCAA instead, and four differences matter most:
Nonfriable flooring and cement siding still need a notice; only qualifying roofing is exempt.
Jobs under 10 linear feet and 48 square feet are still notified, at no fee and with no waiting period.

Census estimates for 2024 place about 39 percent of Vancouver’s housing units in buildings from 1979 or earlier and roughly one in five from before 1970.
